Have heard similar accounts as well about Red Star. Have not been myself unless my family went when I was young.
For cheaper but good tim dum (cheaper than crystal jade or tung lok), I like Yan Palace (

It's noisy and crowded there, more atmospheric for tourists, reminds me a bit of dim sum in Hong Kong which is quite hectic and noisy.
