ALL Singtel iPhones are "Unlocked" hence, it can be used with any carrier

Is Sintel selling used iphones?
Got an iphone 3GS 32 GB on Sunday and found the phone was already 3/4 charged and had 6 files of diagnostics information dated from 28 oct.Can anyone explain that?
