(CBS/AP) The first thing officers did when they got to a man in the Vancouver, Canada airport last month was taser him, even though we wasn't resisting them, according to a fellow traveler who videotaped the incident.

Shortly after being zapped, Robert Dziekanski, 40, died.

The video is causing international outrage, and the man who took it, fellow traveler Paul Pritchard, 25, of Victoria, British Columbia, spoke exclusively with The Early Show co-anchor Hannah Storm about the Oct. 14 incident Friday.

He called it "shocking" and "disgusting."

The video shows the man screaming and writhing in pain on the floor shortly before he dies.

Four Royal Canadian Mounted Police converged on Dziekanski, who couldn't speak English and who had languished in the airport arrivals area for 10 hours after his flight arrived. It was the first time he'd been on a plane.

Dziekanski had been waiting for his mother, who told him to wait in the baggage area. But she couldn't get in there, couldn't get a message to him, and finally went home after being told he never arrived.

On the video, a bystander tried to calm Dziekanski down, but he didn't understand. Then, he picked up a computer and threw it, then tossed a piece of furniture.

Dziekanski appeared calm when the police arrived.

The video shows him backing up, raising his hands and turning away before the police stun him with the 50,000-volt Taser, sending him to the floor screaming before he's stunned again and the Mounties pin down his head and limbs to handcuff him.

Pritchard told Storm it was the Mounties themselves who first made him realize the video, which they'd confiscated, might be worth retrieving, and publicizing.

He says he was motivated by "the fact that the police actually took it from me and didn't give it back, and, you know, broke a verbal agreement, promising to give it back, and they took it away. (That) led me to believe that maybe there's something important on that footage that I needed to get out to the public."

Pritchard says that, when the incident began, Dziekanski "was acting a little bit strange. He was banging on glass. He was actually trying to get back into the secured area.

"I woke up, and started watching. And as soon as he got back through the glass doors, that's when I started rolling with the film.

The Mounties took half-an-hour just to show up, Pritchard said, and "When police arrived, he stopped everything. He put up his hands. He gave up. When the police came, he thought it was over. The Mounties did not see him at this point break anything."

Why did they taser him?

"I have no idea," Pritchard responded. "It was the first step they took."

They tasered Dziekanski at least twice, Pritchard said, adding that after the first time, "There's audio of the man saying, 'Hit him again, hit him again' when he's on the ground.

"He was on the ground. There were three officers on him, then the officer says, 'Hit him again, hit him again.'

"One officer took his one knee and leg and kneeled on his neck and head. Unfortunately that's when he stopped -- he lost consciousness.

"He was screaming. He was shaking a bit. Then all of a sudden, his body went limp.

"It was shocking. It was disgusting."

A police timeline shows it took four minutes for the Mounties to call for medical assistance, and it was 12 minutes in all until help arrived.

"We didn't know what was going on," Pritchard recalled for Storm. "We were watching. And I stopped filming. We didn't know what to do. We heard someone say, 'Code red, and go call medics.' And you see someone check his pulse, but nobody gave him medical attention. But, as soon as the medics arrived, they ripped off his shirt, put in a mouthpiece, and right away started administering CPR."

When asked by Storm what he would say to Dziekanski's mother, he replied, "Apology, you know, as a Canadian -- we apologize. For everybody."

Pritchard says he believes his video recording will contribute to changes in police tactics in Canada when it comes to use of force.

The video has made its way around the world via the Internet and international newscasts, and prompted a flood of criticism of police.

Poland's ambassador to Canada, Piotr Ogrodzinski, says he was shocked by the video, adding it appears the police action was unsuitable and Poland wants some immediate answers.

RCMP Cpl. Dale Carr says he's been getting angry calls from people, but says they're coming to conclusions based on one piece of evidence and not waiting for all the evidence to come out. He says that won't happen until an inquest is held.

its funny to see even the mounties with their huge size have problems with their retractable baton... no he wasn't hitting the guy..

they could have gone physical guess they figured the taser was faster...
lazy buggers. Was he wearing a pacer?

added - only mistake me see was the mounties stonned and didn't go first aid upon noticing his death.

I believe the law states that only you can taser a person when he's carrying a weapon or threatening innocent lives.

No law just a protocol in managing escalation of violence. 4 to 1 definitely is sure win. Dunno why they use taser.

eh wtf, look at 133-131 on remaining mins of vid. wtf was the police doing? @_@ he used the baton to stabbed the victim with full force! WTFFFF in the face i think, or is he hitting the ground??

heee he was trying to retract his baton... its gets stuck sometimes... technically ya suppose to tap it on the floor or wall to unlock the mechanism so u can retract it... but BUT more common than usual it gets stuck. Or worse u break it than die liao.... I see the mountie like waaaa hammer the thing I really feel sorry being his baton. abuse baton

arrr it wasn't gung ho that was lazy cops. They could have brought him down by sheer numbers or waited for a translator to come but they choose the easy way out. see la.... want to be lazy now they got to answer b4 a comission and face public outcry...

the use of taser is to stun a suspect if civilians or authorities are threatened or not complying. seeing the video, no one is threatened nor did he not comply, taser should not even be used in the first place

once the suspect is under control, the taser should not longer be used, it would be an unathorised use of force, simply cause the suspect cannot retaliate

taser causes muscle spasm for a period of time, if zap the 2nd time before the muscle could relax, it can cause serious injuries

i believed the 2nd jolt caused his cardiac to fail

In the name of 'protecting the welfare of society', a lot of logically-wrong acts can be justified. Oh man he was really helpless cos he didnt know how to speak english and was waiting for his mom. sad :(

OTTAWA (AFP) - Canada's Public Safety Minister Stockwell Day on Tuesday said four federal police officers face possible criminal charges in the death of a Polish migrant zapped with a stun gun at the Vancouver airport last month.

"This is a very serious incident that has taken place, and there are a number of investigations that are going on to get to the bottom of it," Day told reporters.

Once such Royal Canadian Mounted Police (RCMP) "investigation will include the possibility of criminal charges," he said, citing the lead investigator in the case.

"If there is culpability to be assessed, it will be done."

Robert Dziekanski, 40, died on October 14 after being shocked repeatedly by policemen with a Taser stun gun only 60 seconds after they first approached him at the Vancouver airport in westernmost Canada.

A bystander's video released last week showed four officers then piled on top of the distraught traveler as he lay writhing and screaming in pain on the floor, and within minutes he fell still.

British Columbia province announced a public inquiry into Dziekanski's death. The coroner, the federal police homicide team, Canada's national police complaint's commissioner also launched independent probes of his death.

Day has also ordered a review of the use of Tasers in Canada.

Meanwhile, British Columbia Premier Gordon Campbell publicly apologized Monday to Dziekanski's mother.

"I'm glad to apologize for what took place," said Campbell. "That was something that was devastating to her in more ways than I can even begin to imagine.

"I'm glad to apologize on behalf of people in British Columbia for what took place."

Dziekanski had traveled to the Pacific Coast province to live with his mother, but a mix-up at the airport forced him to wait for her for almost 10 hours in a secure area, while she waited for him on the other side of a wall in the arrivals area.

According to the family's lawyer, Dziekanski spoke only Polish, and had never before traveled far from his home town of Pieszyce, Poland.

Police were called to the Vancouver airport after Dziekanski blocked a security door with chairs and a table, and threw a computer off a counter onto the floor.

4 guys can easily pin him down and handcuffed him if he keeps moving away, even 2 is enough. these guys will surely be charged and from what i know, taser is the last option just before lethal force.

The ambassador, David Preston, was called in by Polish authorities to explain what happened to Dziekanski — who died on Oct. 14 after officers stunned him with a Taser — and what Canada plans to do about the death...

frankly speaking, i had never feared for my life more than when stepping through LAX. when Michael Moore said the US gahment is capitalizing on an atmosphere of fear, he wasn't wrong. the kind of security they had in place is like something out of 1984.

anyway, despite bystanders repeatedly telling the officers tat the Polish guy couldn't speak English, they weren't even try to calm him down by getting someone who can speak his language...how the hell do u get someone who can't understand u to obey u? stoopid officers...:mad:

there was no need to pin him down on the neck for so long...he might have been suffocated or his weak heart gave way after tremendous shock from the taser
