I have been to Hanoi and Ho Chi Minh on separate trips. You can get relatively good hotels for US$20pn on the internet. Food is cheap if you can go local. However they eat a lot of uncooked vegetables. I survived on their local buses which cost only 1000 dong per trip! Book your day trips to Halong Bay from the travel cafes like Minh where day trips costing from US $15 to 20. Must eat their beef noodle and springrolls!
Local beer is cheap. Their coffee is dark and strong!

I've been in Vietnam my entire life up until two years ago ( Im a Vietnamese after all muahahaha)
Anyway advice for you: Dont give in for sturbon and anoying street seller. Knowing you are foraigner they will cut your throat with 3x 4x 5x prices. Souvenir shops r probably the same, since you rarely see price tagged along with the items. anyway try some bargain :). You will probably get twice the price as local usually get, good deal anyway
One more thing, bring some medical that helps you survive food poisonous. You can write this down in a piece of paper then show the seller at medical shop (with red cros on top, there are plenty, dont have to find) the mark "berberin" n point at your stormatch for them probably know no Rnglish n Chinese.
For urgent goods like botlem of water, to bargain (haha, give it a try cuz its fun xD) take out a piece of paper and write down your price. You wont get the price from them by vocal communication, dont try hand signal cuz its confising. piece of paper solve all the problem.
Do try the food. hmmm, best ever ^^. However, the best Vietnamese food you an probably get is usually from street shop, which comes with high risk of food poisonous. Remember the "berberin" ? :)) Anyway its not fairy elixir so do not over use it or rely on it. The best advice from food you can get is from your local friends, given that you have any. If your friends are all hags (oops) thendont bother asking them. Beef Noodle n Spring Roll are popular so its fine, but elses, ask their children :))
Teens know the most bout Vietnamese food.
For going out of the city area for sight seeing, remember to bring your bugs bite heal, or anty mosquitor cream. Prepare the hat cuz this reason sun might be a real b*tch. On southem cities liek Ho Chi Minh, prepare your umbrl, raining season, as said.
If you know noone in Vietnam, feel free to use the traveler agent. Can ask for info, do homework before decide to purchase the tour. They can really cut your neck when proving that you save big :)
So anyway, many many more things you should and probably will know after the trip. Looking from the point of view of a local, I dunno much to advice, just remember to bring these:
-piece of paper to wride down internatinal language what you need, I mean number ^^.
-Piece of paper that has you hotel/staying place address (vistcard, they called a name card that, could be best) so you can still go back on cabs or pay-for-ride bike when you are lost)
-Pills. You wont regreat it
-Map. Provide that you know how to read all the caps and weird signal attached to the latin alphabet, also that you like maze and matrix xD
-Numbe of someone who probably can speak English and/or Chinese
Ok irs sounds like much but it wont weight more than 500g xD
Go and have fun. remember that not all Vietnamese dont know Chinese and/or English, so make sure that you get the right guy be fore you swear him wih a smiling face. Ha ha.
Share the experiance after the trip :) sure that lotta guys would want to go to Vietnam. Promise you will love it.
P/S: Vietnamese currency is Vietnam Dong.

Neccesity goods, Fruit and stuff probablt cost haft of it in Singapore, even less.
Buss fare increased to VND 3,000. Do try out to get the experience of hell >:)
