I just went there to visit my friend awhile back in May.
Philip Island was kind of a disappointment, too touristy. The penguin show also abit overhyped and summore cannot take pics :(. One word of advice if you are watching the evening show is to dress appropriately. Its really really cold. The wind was really strong and i almost froze. Frankly speaking if you are short on time Philip Island can skip.
Are you going alone or in a group and can you drive?
Great Ocean Road is not fun if you cannot drive and frankly speaking 1 day is not enough. Me and friends did a 3D2N loop of Great Ocean Road and Grampians and found it still abit rushed. The main nice thing about driving yourself is that you see anything nice you can just pull over. :)
Melbourne city itself actually i also not too sure got what to do as we didn't spend much time there, the Melbourne Natural History Museum is nice.
1 week not very enough i feel. If can i want to do the entire coastal road drive from Melbourne to eh....i forgot whats the city in that direction, Adelaide i think. I drove from Sydney to Canberra and it was tons of fun.

use the guilded tours for phillip island and great ocean route. If you take a cab for these 2 places, it will probably cost more than ur air fare there :D
dun think u will have time for mt. buller.
check out toorak nite life, chapel street if u going shopping. carlton st (forgot the exact name) for a stretch of italian resturants. crown casion :P etc
