i think those are not actual ppl.... they are figurines...

Its actual ppl. Its a kind of photography or videography technique that use a precise f-stop to focus only on the center and blur the top and bottom to make things look like toys.

wrong lah...

you tilt the focal plane to make the DOF shift.

then you shift to make the perspective shift.
