I would like some recommendations which program is a better basic program for organising digital pictures, Picasa or Abobe Album Starter?

picasa is good but will create many thumbnails image which occupied your space...for performance reason

why not try out the 2 and choose by your preference?

for most popular free image-editing and viewer would be infanview
