Is it deployed on web server (eg. Apache) or is it just like those simple html?

Nowadays website very complex and come in a lot of varieties.

It is not complicated unless you make it complicated. CPanel software make life easier.

one nify feature in CPanel is point and click to setup and manage your database without knowing the command, and many other features as such logging, view visitor datasets, etc

But that does not help with building the website itself.
It only helps for backend database. myphpadmin helps with managing database which is included with cpanel.
I know cpanel also have one click setup for alot of scripts... but depending on your site.. you may not even be using it.

Yes, I was referring to database setup, do you mean web design? Yes, it is best done on Dreamweaver, notepad or other web editor. However, is also great to have database to generate a dynamic contents through web scripting.

But CPanel do help me in some ways ley, link my webpage contents from database through simple/customize CMS system. Change directories permission. Writing script for Apache. Blogging system also require database. These are those essential features require to setup and manage your website.

orbvius's post was referring that it is very complicated to setup a website so I introduce him a CPanel in case he find it useful which we don't even need a tutorial

Just borrow books from library. Dreamweaver is quite ex for casual learner. Perhaps you can try Frontpage or use notepad.
