if I want to self make some very different casing...where can I seek help from?

for example, add lock to the side casing, make it special shape, oval, round, pyramid etc?

If I want to include a touch screen panel and make it look like a kiosk, how to DIY? where to find steel materials etc?

Steel materials you can get from kelantan lane or industries parks .. As for different patterns of casing , you have to think it yourself and be creative .. as for help you can look at hardforums, bit tech forums the worklog .

dun really need window cutting but more like a movable window with hinge and a lock. possible?

can get it at any hardware store..
most importantly is the screws..don't mess it up.

screws to "screw" the metal plates? is it advisable to solder them?

Nope use rivets .. the rest can get from hardware shops

Dude... best advice is to read up on metalworking. I know you have ideas, but if you dont have the skills I think its best you just make a sketch of your ideas and leave it to craftsmen to build your idea.
