officer wanna charge also very troublesome.... so usually unless it's a recalcitrant offender, they'll just punish locally, eg extra duties

if the offender is a recalcitrant, they might escalate it to the JDO/SDO, for charge. Depending on the offence, might be extra, RP, SOL, or DB...
