I am on Starhub MOL and run a FTP server off my NAS box so I can pull some work files from home to office and customer locations. However, I realize that Singnet locations can only reach a maximum of 6-7KB/s when downloading from my FTP server.

I had tried to download from India, US, France and Brazil locations in my company servers and they can all reach the pre-set maximum speed of 62KB/s. Only Singnet fails to do it when we are in the same country.

ANyone has same experience?

hmm, did you check increasing tcp window size or using another machine just in case? sounds rather suspicious.

Peering between SH and ST is quite bad. You might want to do a traceroute to see where your packets are going.
