I started watching this obscure and hard-to-find series not too long ago, and was immediately hooked on it. For a series with a high AniDB rating, the number of fansub groups translating it was surprisingly low. This happened with Aria too. *gasp* The society's overwhelming obssession with everything popular instead of good has left me in...! Okay, maybe I should do this later.
This series is not your usual parody anime. In fact, I haven't seen any other anime as pessimistic and despairing. Violence and sex are issues constantly fought over at the censorship board, but issues relating to mental health are new. Moreover, this series parodies not just anime and manga titles, it parodies anime and manga titles because they are part of society and life. In short, this series parodies everything.
Even for the mentally healthy and positively thinking tots out there, you can certainly relate to a few of the societal issues emphasised in this series.
A critical and well-composed series that I will recommend to 20-somethings anime viewers. The fanciful experimental artwork is a major plus point. The vast variety of style and design, combined with Shaft's classic blackboard humour and various other background details, amounts to an insane level of work and effort.
Sadly, I haven't been able to read the manga. Still, I can't wait for the third TV season that will be showing later this year.

The full 3rd TV season should be showing in July, hoax bar none. Source here:
Then there's the one with changing animation style, and some other episodes on the war theme.
It does increase the value of watching the series a second time, especially after encountering some enlightening posts on forums.
