I got a toshiba external harddisk, 2+yrs of age.
Just yesterday, it was recognised as USB 1.0 instead of USB 2.
I power it down and plug in again, it is then recognised as USB 2.
I tried in on another pc, same problem and solution.
Usually USB cable/connector contact problems (oxidised), try using some contact cleaner spray to improve contact.
