Hi all!

I have a good friend who will be stopping by Changi Airport on a stopover from the UK to Australia.

He'll have about 1 1/2 hours before his plane leaves, and we are pretty keen to catch up, even if only for up to 30mins (I have a gift to pass on too).

Would he be allowed to get out to the arrival hall on such a short stopover?

Sorry for the noob questions. Can't seem to find a customer service number for Changi Airport and their web query form doesn't seem to load properly on my browser . Any advice would be appreciated!
